Question about Hand Training my Parakeet?

Question about Hand Training my Parakeet?
I am 13. My bird is a 3 year old blue parakeet. I really want to be able to get him on my finger but i can't. I can stick my hand in his cage with a thing of millet and he is fine but when i put my hand in to see if he will step up he bites me and then runs/flies away. (His wings are not clipped and i do not wish to get them clipped.) How do i get him to trust me more? Will this take time? How long do parakeets live?

Also when i was typing my question i saw this answer and read it.

Well my parakeet does stretches with his wings when i walk into the room and puffs up when i go say hi to him. If it's true that he feels comfortable around me how come i cant put my hand in his cage without getting bitten?
Thanks for all your help.
The bird doesn't trust you, why should he go on your finger? What will happen if he does? This is stressful, so the bird just wants you to go away. After a while he will want nothing to do with you since you bring stress. pets question and answers,www.5d2d.com

Instead of only you wanting him on your finger, make the bird want to go on yours as well, give him a reason why he should.

Feed the bird a spray millet(they love these things) then as he is eating slowly move further away from him until he has to hope on your hand/finger to get to the millet. Do "not" try and get him out of the cage, pet him or bother him at all. Though, you may softly talk to the bird. This should be a good experience for the bird and not a stressful one. Do this a few times, after the bird will be happy to see you because you = good things are coming.

Its all about trust. :)

They live for about 12 years, more or less.
