How do you shut budgies up if covering them up doesn't work?
And no, I don't want to kill them. Just in case some idiot suggests I do that. :|
Hmm...well maybe something is bothering them? They could be bored....try moving the toys around in their cage or put new toys in. Also, they sell some great foraging toys that you can hide treats in. It is a natural instinct to forage and will keep them entertained!
If boredom isn't the case, then I really don't know what to say. Birds make noise - it's completely normal for them to chortle and tweet...especially if you have more than one...would you expect 2 humans to sit in silence! Birds are extremely social and love to talk to and engage with each other.
This also all depends on what kind of noise they are making, too...it could be the difference between regular conversation and stress. pets question and answers,www.5d2d.com

I have a Jenday Conure and love birds! I also used to work at PetSmart in the Pet Care department, so I've been around my share of Budgies.
I have stopped covering my birds over at night, stopped years ago. Our Parakeets are right next to our t.v. also. Their cage is about 12 inches away from the t.v. Once the lights go out, and just the light from the t.v. in on they quiet right down.
What used to do is make sure that no light would get in to the cage. Maybe you need a darker cover, or fabric. We always had a pretty dark cover, it was also fairly thick. Never had any trouble from them. My too's are different story, I think their crazy.
Now that we don't cover them over anymore, once the lights go out they still get quiet. The only time they make a noise is if they get startled, or if I turn on the kitchen light to make a snack. Once the light is back off they go quiet again. Maybe you'll have to move them, but I've never had to move a bird because of noise.
