My budgie is not cooperating and it has been more than 2 weeks!!?
Is this usual for a bird to cooperate this long?? How long will it take until it will come onto my hand without hesitation??

Well maybe you should take it slow.
My budgie , Buddy , is about 2 years old now. (ID tag 2008)
And Ive had him since christmas last year.
He still struggles a little to co-operate with humans, but I've found the best way to bond with my little birdy is to ask him to get "up" onto his swing, then gently pushing it side to side while talking to him in a quiet, soft voice.

If you dont have a swing, or your bird isn't too into it, you need to take it extra slow.
Just open the cage, and sit in front of it for about 5 minutes each day, til he seems a little more comfortable with your presence. (Make sure there's nowhere dangerous for him to fly to in case he decides he wants to leave his cage!) pets question and answers,www.5d2d.com
When he's a little less scared of you, place your hand in the cage (not your whole arm, just your hand) where its a short distance from him, but at the same time nowhere near him. Do that until he's comfortable with your hand. (Only about 5 or so minutes each day for a while.)
Then at this point, curl your hand into a fist with only your index finger straightened. Place that finger on the same perch he is sitting on. If he looks scared, or runs away, distance yourself, or remove your hand completely. Talk to him and reassure him. Then try again later.

Eventually you'll move up to being able to touch his foot. Gently touch it with your index finger, give it a little tickle, then remove your hand and talk to him.

When you finally get him comfy with that, ask him to put that foot onto your finger. You may only be able to get one foot on your finger for a while, but that in itself is a big step!

Once he's comfy with that, use your index finger to approach him slowly from the side, and give a gentle push on his tummy while saying "Up" or "Step up" pets question and answers,www.5d2d.com
It'll take a little longer to master this. But you can do it!

Remember : If he bites you, just remove your hand and tell him "It's okay" , then leave him alone for a while.

I did all this with my 2 birds, and it only took approximately 1 month or less to master it. Though, Buddy is still a little timid. But that's okay ^-^

Some birds don't like that. I had a cockatiel that ALWAYS hated humans. We bought her from a specialty bird store, she never had any negative experiences with humans, she just didn't like them.
If he doesn't like you by this point, I don't think it'll get much better. Just try to be slow and nonthreatening.
There is no way of knowing exactly when as each budgie is different. You just continue interacting with him until he develops more trust in you.
One of my birds took 6 weeks, the other a whole year.
Just be patient.
