answer: 1) Personally the cage is a bit big for one tiel. But, I'd rather see you go bigger than provide too small of a cage. The bigger the cage, the more space the bird has. .. the more toys you can provide. Could also add another bird in the future if you choose to ...
pets question and answers,www.5d2d.com So, in my opinion .... if you're okay with spending that amount of money for a cage ... then by all means.
2) For a seed blend, at least you didn't pick one that has sunflower seeds in it. At least from what I can tell. Personally, feed what the bird is used to in the beginning and slowly introduce a pelleted brand. Our tiel (Angel) lived for 19 years on seed (my mom's bird mind you). But you should at least provide veggies, fruit, etc.
3) Start off with a few toys. If you provide too many ... you can stress out a new bird. But yes, you should switch them up every now and again. Make sure the clasp for any bird toy is closed. Any wood isn't treated with chemicals. Even jingle balls make a pretty fun tiel toy.
4) Normally, I'm a newspaper kind of person. Although, I recently changed to corn cob bedding. But plain old newspaper is just fine for a bird.
5) I've never tried a harness. The only reason I'd ever use one is IF I took the bird outside. But, I'd be too afraid the bird would find a way out of it. Once the bird flies away ... it can be very difficult to impossible to get it back. Personally, a smaller cage works just fine if you want to take the bird outside.

6) I don't think anything is wrong with your treat selection. As long as you don't provide a no-no like chocolate ... and keep within the birds size (like not providing a brazil nut ).... you should be fine on any treat you choose. Just keep in mind the word treat.

Owned two tiels that died of genetic diseases . Mom owned one for 19 years. Sister has two herself.
Cage is fine, food is fine. Just make sure you give him some veggies too. Ours LOVES broccoli. He's been known to dart into the refrigerator to get it when we open the door.
They get bored with toys quickly, so you have to change them up quite a bit. It doesn't have to be store bought though. Bottle caps, pieces of rope, cardboard Starbux cup insulators, break off rings from the top of milk cartons, Stick pens, q-tips .......
Most important is attention.
Don 't know about harnesses. Never tried it.
I had my Cockatiel for 35 years they love people not so much toys.He loved a Mirror to watch himself in. I kept his wings clipped and his cage door open never closed it until bedtime. He used to sit on the Passenger handlebar of my VW bug while driving to the beach. They Travel well. Keep Him/Her warm and lots of Love and they will provide the same back.
