I have a male cayuga and a female mallard and they are laying eggs can there eggs hatch

Ducks are one of the few species that can hybridize and their off spring can reproduce, so yes they could have young and yes they could breed
So there is every chance that the eggs are fertile and will hatch.

It's a high probability that they could be fertile to each other but the hybrid offspring's would probably be sterile. This is based on a guess and knowing of other species that through infertile young such as lions mated to tigers and horses mated to donkeys.
