im a bit concerned as i have children should there be someone with a gun by my house shooting birds. its a pigeon and has a perfect circle through its breast, would it be a gun and do i inform the police??
answer: This sounds most like an air rifle wound. A clean shot to the breast would kill a pigeon outright and if its in flight at the time, it would flutter a few times and fall from the sky at a slight angle as it was in your case and landed on your garden path.
Pigeons living on the streets whether stock dove, escapee loft pigeons or wood pigeons are all classed as vermin and the shooting of them is legal at all times of the year without a fixed season unlike other game species.

It is also illegal to kill songbirds. not sure about pigeons but seems like a huge case of animal abuse to me, regardless.
